Ian Mackersey’s perceptive account of Tom Rolt’s waterway activities provides a detailed and coherent picture not only of the complexities of the man but the intricacies of the  civil wars within the newly formed Inland Waterways Association. Tantalising photographs illustrate and contextualise Rolt’s ‘new design for living’, making this  short book (just over 100 pages) a well-written, succinct, sympathetic and sincere addition to our understanding of both the people and times, when the very survival of the waterways system was very much in doubt.
